
I don't know if everybody in the whaling policy world will like it, but Richard Black's curtain-raiser for this week's IWC meeting on the BBC website provides a good description of the state of the whaling policy debate.
Yesterday and today, we're having a special session on "the future of the IWC", before the Commission meeting proper starts on Monday here in Santiago.
One problem with the IWC, I think, is self-medication. As Richard Black explains in his piece, they've now called on a few spin doctors to help diagnose what's wrong. But still, the IWC is trying to write the prescription herself.
