Noise


Before departing for Poznan Nick Nutall is doing a good job here in Rome to give visibility to some of the issues on the agenda of the meeting of the Convention on Migratory Species (CMS).

See today's "ocean noise" story on the BBC website for example. Mark Simmonds' "cocktail party" background noise analogy is pretty good, I think.

It is the first time I'm attending a meeting of Parties to the CMS. Interesting dynamics in this body which is increasingly looking like a sort of multistakeholders convention, with NGOs signing species- and region-specific memoranda and agreements jointly with governments.

How well so many CMS agreements are monitored and enforced remains often perhaps an open question. But when considering international environmental governance, there is certainly lessons to learn from the CMS experience.
